Comparing National Responses to the Global Financial and Economic Crisis

The global financial crisis, which started in 2008 and meanwhile severely affects the real economy in industrialised and emerging economies, is considered to have reached a magnitude only comparable to the world economic crisis of the post-1929 years. Governments have responded to this financial market and real economy crisis with economic stimulus packages and propositions for new rules both nationally and globally. While the crisis is affecting all industrialized countries severely, national positions and policy measures reacting to the crisis show considerable differences.

Even among member states of the European Union, convergence as well as divergence can be found in the reactions towards the crisis. The goal of this project is to trace and explain divergence and convergence of European policy responses to the global crisis. What happens when an external shock such as the global financial crisis meets path-dependent national ideas and institutions? How have EU countries reacted towards the global financial and national economic crises? Did they react differently from one another, as would be expected given "Varieties of Capitalism" and the ideational differences among EU societies, or did the crisis trigger new convergence? If convergence occurs, how and in which policy areas did it occur? With regard to economic stimulus programs and/or new financial market regulation? And if convergence occurs, is this due to convergent societal ideas on the role of the state vis-à-vis the global market and/or due to supranational EU-level initiatives?

Research on this project has been conducted throughout 2009-2011. A first paper on the subject was presented by Stefan A. Schirm at the ECPR Joint Sessions in Lisbon, April 2009: Stefan A. Globalization: State of the Art and Perspectives (Routledge Publishers 2007)

This volume assesses the state of the art of political science research on economic globalization. Since globalization has been one of the core issues for political science research in the last ten years, it seems necessary as well as promising to analyse its most important results. The intention of this volume is to present the international state of the art of globalization research as well as the specific expertise of the contributors in this book. Therefore, nearly all chapters follow the same structure in dedicating their first part to the assessment of the theoretical and empirical state of the art while exploring the projects and approaches of the respective author in the second part. With this double-edged structure the volume differs from most other publications, because it not only encompasses the cutting edge of the authors involved, but also systematically assesses the results of international political science research on core issues of globalization. All chapters are characterized by theoretically guided empirical analysis. Although certainly not all elements of globalization research are considered to the same degree, this volume gathers the most important topics, approaches and results.

This project started with a call for papers within the German political science community. Therefore, the authors of this volume come from Germany, but have all spent part of their professional career abroad, mostly at American, British or Canadian universities. The 15 papers selected originally among 30 proposals submitted to the call, were presented, commented and discussed at a book-making workshop in November 2005 in Arnoldshain near Frankfurt. The workshop was funded by the Fritz-Thyssen-Stiftung.

Globalisierung: Forschungsstand und Perspektiven (Nomos Verlag 2006)

Weltwirtschaftliche Globalisierung gehört seit rund einem Jahrzehnt zu den Schwerpunkten politikwissenschaftlicher Forschung. Das Spektrum reicht von grundlegenden Fragen nach dem Wandel von Staatlichkeit durch die De-Nationalisierung der Ökonomie bis hin zu spezifischen Studien zu den Wirkungen etwa von Finanzmärkten, den Ursachen von Policy-Divergenz und neuen wirtschaftspolitischen Instrumenten. Die Globalisierungsforschung hat sich dabei zu einem ausdifferenzierten Feld mit theoriegeleiteten und empirisch gesättigten Studien entwickelt. Eine Verknüpfung der politikwissenschaftlichen Teildisziplinen der Politischen Ökonomie, der Internationalen Politik und der Policy-Forschung zur "Internationalen Politischen Ökonomie" ist ebenso zu beobachten wie der Konnex zur Wirtschaftswissenschaft.

In Anbetracht der thematischen Vielfalt und der empirischen Fundierung ist es Zeit, eine Bestandsaufnahme des "State of the Art" und der Perspektiven der Globalisierungsforschung vorzunehmen. Zu diesem Zweck fand im November 2005 ein Book-Making Workshop statt, auf dem die Verfasser/innen ihre Beitragsentwürfe und den gemeinsamen Forschungsrahmen diskutierten. Für die einzelnen Beiträge wurden Themen bzw. Autoren und Autorinnen aus insgesamt 30 Einsendungen auf einen Call for Papers vom Dezember 2004 ausgewählt. Der Band wurde 2006 von Stefan A. Schirm im Nomos Verlag (Baden-Baden) und 2007 bei Routledge Publishers (London) herausgegeben. Die Beiträge für den Band sind theoriegeleitete empirische Analysen und systematische Untersuchungen des deutschen wie internationalen Forschungsstandes zum jeweiligen Aspekt der Globalisierung und behandeln eigene Arbeiten des/der Autors/Autorin.
